Ambrey, a UK-based risk management services company, has highlighted the increasing risks for ships calling at Ukrainian ports amid the ongoing conflict with Russia. According to a report from Ambrey Analytics, on September 11, 2024, the bulk carrier “AYA” was hit by a missile in Romania’s Exclusive Economic Zone. The AYA was transporting grain from Ukraine to Egypt at the time of the attack. Ambrey has raised concerns over the heightened risks to vessels operating in the Black Sea and calling at Ukrainian ports.

According to VesselsValue, a leading British ship valuation company, the targeted vessel is possible as the handy bulk carrier “AYA,” operated by VRS Maritime Services DMCC, a company based in the United Arab Emirates. The AYA, with a deadweight of 27,200 tons, was built in 1997 by Hyundai Heavy Industries in South Korea and is registered under the flag of Saint Kitts and Nevis. While multiple bulk carriers named “AYA” exist, AIS tracking data confirms that the “AYA” operated by VRS Maritime Services DMCC is currently positioned off the coast of Romania.
According to Ambrey Analytics, at approximately 20:00 UTC on September 11, 2024, a missile, believed to have been fired by Russia, struck the AYA while it was en route from Ukraine to Turkey. The vessel was 40 nautical miles southeast of Sulina, Romania, loaded with grain bound for Egypt. Post-attack images indicate that the ship sustained damage to its port side, with visible damage to the cargo hold and cranes.
Ambrey noted that this incident marks the first direct Russian attack on a commercial vessel in the Black Sea since the bulk carrier “KMAX RULER” was targeted by an air-to-surface missile in November 2023. The company has assessed that the risk of direct attacks by Russian forces has increased for ships crossing the JWLA-designated boundary to call at Ukrainian ports.

英船価鑑定大手のVesselsValueによると、被弾したのはVRS Maritime Services DMCC （アラブ首長国連邦、AE United Arab Emirates）が運航するハンディバルカー「AYA」（２万７２００重量㌧、１９９７年に韓国の現代重工業で竣工、セントクリストファー・ネイビス、Saint Kitts and Nevis船籍）とみられる。「AYA」と同じ船名のバルカーは複数存在するが、AISの位置情報で現在、VRS Maritime Services DMCCの「AYA」がルーマニア沖に位置していることが確認できる。
アンブリー・アナリティクス（Ambrey Analytics）によると、２０２４年9月11日20:00UTC頃、ロシアから発射されたと思われるミサイルが、ウクライナからトルコへ航行中のAYAを攻撃した。
AYAはルーマニアのスリナから南東40海里の地点で、エジプト向けの穀物を積んでいた。攻撃後の静止画像には、船が左舷側を撃たれたことが示されており、貨物倉とクレーンも損傷を受けた。
アンブリーによると、今回の事件は、2023年11月にバルクキャリアー「KMAX RULER」が空対地ミサイルで攻撃されて以来、黒海で商船が直接ロシアの攻撃を受けた初めての事例となった。
アンブリーは、ウクライナの港に寄港する船舶が、JWLA指定境界を超えてロシア軍による直接攻撃のリスクが高まっていると評価している。
