The United Kingdom has announced sanctions against five vessels and two associated entities involved in Russia’s Liquefied Natural Gas (LNG) operations as of 26 September 2024.
According to UK authorities, this marks the first time that the UK has directly targeted LNG vessels under the newly established vessel designation powers. Basic details of the sanctioned LNG ships, as identified by their IMO registration numbers through the UK’s leading ship valuation firm, VesselsValue, are listed at the end of this article.
While the specific criteria used by the UK to determine these sanctions have not been disclosed, it is noted that dark fleet operations in the LNG sector are increasingly becoming a focus for sanctions, following closely behind those imposed on crude oil tankers. Many vessels within the dark fleet operate with their Automatic Identification System (AIS) turned off. Among the LNG ships targeted by the latest sanctions, 1 or 2 vessels have been linked to ship-to-ship transfers (STS) at a port, according to tracking investigations.

The British authorities have provided the following explanation regarding the recent sanctions:
“These measures are part of a coordinated effort with our allies to disrupt Russia’s attempts to strengthen its future energy revenues. We are targeting one of the most critical sources of funding for President Putin’s war in Ukraine.”
The vessels targeted by the UK sanctions are as follows:
– PIONEER (IMO 9256602)
– ASYA ENERGY (IMO 9216298)
– NOVA ENERGY (IMO 9324277)
– NORTH SKY (IMO 9953523)
– SCF LA PEROUSE (IMO 9849887)
The entities associated with these sanctioned vessels are as follows:
– OCEAN SPEEDSTAR SOLUTIONS OPC – Operator and manager of PIONEER and ASYA ENERGY
– WHITE FOX SHIP MANAGEMENT – Operator and manager of NORTH SKY
Liquefied Natural Gas (LNG) remains a significant source of funding for President Putin’s illegal war in Ukraine. Russia is actively seeking to expand its LNG revenue and has plans to increase its share in the global LNG market from 8% to 20%. The measures announced today aim to further restrict this ambition by targeting vessels and entities involved in projects crucial to Russia’s future energy production.
According to British authorities, the UK has so far imposed sanctions on 15 vessels and related entities involved in Russia’s LNG sector. They reiterated their commitment to continue taking measures to disrupt President Putin’s illicit sources of funding for the war in Ukraine.
■Background to the UK’s Economic Sanctions on Russia
Under the “Russia (Sanctions) (EU Exit) Regulations 2019”, the designated vessels are prohibited from entering UK ports. They may be directed to move or be detained upon arrival at UK ports. Additionally, they are prohibited from being registered under the UK flag, and any existing registrations could be revoked.

英国は２０２４年９月２６日、ロシアの液化天然ガス（LNG）事業に関与する5隻の船舶と2つの関連団体に制裁を発動した。
英国当局によると、今回の措置は英国が新たに制定した船舶指定権限を用いて、LNG船舶を直接的に対象とした初めての事例である。制裁対象となったLNG船については、英国の船価鑑定大手VesselsValueでのIMO登録ナンバーから調査した船舶の基本情報は記事の最後に列記した。
英国の制裁対象基準は明らかになっていないが、LNG船でのダークフリートは原油タンカーに次いで制裁の対象になりつつある。ダークフリートの多くはAISの発信装置をオフにして運航しているが、今回、制裁対象となったLNG船のうち、複数隻は追跡調査から寄港地でのSTSなどが関連している模様だ。

英国のロシアへの経済制裁の背景
2019年の「ロシア（制裁）（EU離脱）規則」に基づき指定された船舶は、英国の港への入港が禁止され、移動または港への入港指示を受ける可能性があり、抑留される可能性がある。また、英国船籍登録が許可されず、既存の登録が取り消される可能性がある。
