Japan and Italy have agreed to sign a Memorandum of Understanding (MOU) on October 6, 2024, which will allow Japan to prioritize the purchase of liquefied natural gas (LNG) from Italian companies during natural disasters or other emergency situations. The agreement was reached at the “LNG Producer-Consumer Conference 2024” held in Hiroshima, jointly organized by the Ministry of Economy, Trade and Industry (METI) and the International Energy Agency (IEA). The conference focused on public-private dialogue and was conducted in collaboration with the International Group of Liquefied Natural Gas Importers (GIIGNL).

Under this MOU, Japan will be able to procure LNG produced by the Rome-based energy giant Eni via the Japan Oil, Gas and Metals National Corporation (JOGMEC).
To date, Japan has imported LNG mainly from Australia, Qatar, and the United States. Notably, Japan’s ties with Qatar have deepened since the 2011 Great East Japan Earthquake, when Qatar shipped emergency LNG supplies to Japan. The strong relationship established during that period has led to robust LNG trade agreements between the two nations.
On the same day, the Japanese government announced its intention to pursue an intergovernmental cooperation agreement on LNG procurement with South Korea. While Japanese private companies have traditionally relied on long-term contracts for LNG supply, no similar agreements have existed at the government level. The government indicated that it may seek to establish similar partnerships with other countries following discussions at this conference.
〆日本、緊急時にイタリアからLNGを調達するための覚書に署名へ
日本とイタリアは２０２４年１０月６日、自然災害やその他の緊急事態時に、日本がイタリア企業から優先的に液化天然ガス（LNG）を購入できるようにする覚書（MOU）に署名することで合意した。今回の決定は、経済産業省と国際エネルギー機関（IEA）が広島で開催した「LNG産消会議2024」で結ばれた。この会議は、官民対話に重点を置き、LNG輸入者国際グループ（GIIGNL）と連携して開催しました。

日本は、この覚書を通じて、ローマを拠点とするエネルギー大手エニ（Eni）が生産するLNGを日本エネルギー・金属鉱物資源機構（JOGMEC）を介して購入することになる。
日本はこれまで、豪州、カタール、米国などからＬＮＧを輸入している。とくにカタールとは、東日本大震災の際に、カタールが緊急輸出でＬＮＧを日本に出荷したこともあり、ＬＮＧ契約で日本のカタールとの結ぶつきは深い。
日本政府は同日、韓国との間でもLNG調達に関する政府間協力協定の締結を目指すと発表した。
日本は民間企業間では長期契約が締結されている一方で、政府レベルでのLNGを供給する協力はこれまでなかった。日本政府は、今回の会議でさらに他国政府との間でも同様の協定を結ぶ可能性があることを示唆している。
