Berlin: Germany’s Foreign Minister Annalena Baerbock has called for stricter EU sanctions against Russia’s so-called “Dark Fleet” after repeated instances of undersea cable damage in the Baltic Sea. Speaking to Germany’s Funke Media Group on 30 December, Baerbock highlighted that critical cables are being damaged almost every month.
Last week, Finnish authorities detained the LR1 tanker EagleS in connection with a severed undersea cable. The tanker is suspected of belonging to the Dark Fleet, with Finnish police describing the incident as “serious criminal damage.”

Baerbock’s Call to Action
Foreign Minister Baerbock urged for intensified measures against Russian tankers linked to the Dark Fleet. Referring to the latest damage to the Finland-Estonia undersea cable, she told Funke Media Group:
“Major undersea cables in the Baltic Sea are being damaged nearly every month.”
Speaking through an AFP translation, she added:
“Sailors are lowering their anchors without reason, dragging them across the seabed for kilometres, and then losing them. It is increasingly hard to dismiss these incidents as accidents. This is a wake-up call for all of us.”
Background and Sanctions
The EU has sanctioned 79 ships within the Dark Fleet, barring them from accessing EU ports and services. Many of these vessels are aged, with obscure ownership and inadequate insurance, posing environmental and financial risks to coastal nations.
In early December, two Dark Fleet tankers spilled thousands of tonnes of low-grade fuel oil during a storm in the Kerch Strait, between occupied Crimea and mainland Russia, further fuelling environmental concerns.
Finnish Investigation and Tanker Detention
Finnish officials detained the tanker EagleS on Thursday, investigating its involvement in damaging a power-transmitting cable between Finland and Estonia. Authorities described the incident as “serious criminal damage” in a press release, with Finnish customs and EU enforcement agencies suspecting the tanker’s links to the Dark Fleet.
The Kremlin has refrained from commenting on the detention. On Friday, Kremlin spokesperson Dmitry Peskov stated:
“This is a highly technical issue, and it is not within the purview of the presidential administration to comment.”
NATO’s Response
NATO Secretary General Mark Rutte tweeted on Friday that he had discussed the potential sabotage of undersea cables with Finland’s President.
“NATO will enhance its military presence in the Baltic Sea,” Rutte announced.

■クレムリンとNATOの反応
