〆Singapore Shortlists Two Consortiums for Ammonia-Based Decarbonization Solutions

The Energy Market Authority (EMA) and the Maritime and Port Authority of Singapore (MPA) have shortlisted two consortiums for ammonia-based decarbonization solutions. On July 25, 2024, EMA and MPA announced that two consortiums had been shortlisted for the power generation and bunkering projects planned on Jurong Island in Singapore. The selected consortiums will provide low-carbon, decarbonization solutions using ammonia.

The shortlisted consortiums are led by Keppel’s Infrastructure Division and Sembcorp-SLNG. Companies involved in the bunkering aspect include Itochu Corporation, NYK Line, and Sumitomo Corporation. The final developer will be chosen by March 2025.

The two finalists were selected from six consortiums that submitted proposals after undergoing a pre-qualification process. They were evaluated based on technical, safety, and cost considerations. The next phase involves the two consortiums conducting engineering, safety, and emergency response studies to finalize the project details. One of the two will be selected as the project developer.

The chosen developer will utilize imported low-carbon and decarbonized ammonia fuel to directly burn in gas turbine power plants, generating 55-65 MW of electricity. Additionally, they will establish a system to supply over 100,000 tons of ammonia fuel for ships annually. Initially, the fuel will be supplied from land to ship, with plans to transition to ship-to-ship supply.

This project is part of Singapore’s national hydrogen strategy announced in 2022. Singapore aims to achieve net-zero greenhouse gas emissions by 2050, using low-carbon hydrogen as a key measure. Ammonia is expected to be one of the hydrogen carriers.
